Summary Of Job Classification:
The ITS Business Operations Manager is responsible for supporting, managing, and administering business operations for the ITS Department for the Colorado Judicial Branch. Also responsible for managing the IT organization’s contract-related business processes, ensuring efficiency and smooth workflow of all ITS contract work.
Essential Functions Of the Position:
  • Helps develop budget, and project costing of internal technology projects utilizing Managed Services Contractors - including but not limited to SOWs and Managed Services.
  • Serves as the primary contact and liaison with the Financial Services Division for budget, purchasing, contracting, and accounting processes.
  • Monitors and addresses compliance issues associated with Fiscal Rules and Procedures.
  • Manages ITS vendors and payment schedules to ensure payments to vendors are submitted for payment timely and in compliance with Fiscal Rules and Procedures.
  • Maintains a current working knowledge of trends in industry and judiciary to research, develop, recommend, and implement standards, and procedures around best practices for the acquisition, tracking, usage, and reporting of assets and asset configurations.
  • Reviews and coordinates the creation and maintenance of the software asset catalog to assure compliance and fiscal responsibility.
  • Monitors, plans, and assists in purchases, contracts, licenses, and renewals for assets; manages relationships; reviews contracts, licenses, and requests for quotes (RFQs); to ensure legal compliance and ensure fiscal optimization for the district, working with Financial Services and Judicial legal counsel as needed.
  • Ensures compliance with hardware and software contracts, licenses, copyright, and other applicable laws/ regulations as well as SCAO Policies; regularly audits and reports on software installation, usage, and compliance including re-allocation of licenses.
  • In conjunction with the Technical Services team, identifies Critical Success Factors (CSF) and Key Performance Indicators (KPI) to adequately measure performance of the Configuration Management System (CMS); measures, reports, and manages the successful execution of Asset and Configuration Management and drives continual improvement.
  • Uses automated tools to the maximum extent possible for tracking software installed on the base network where applicable.
  • Identifies savings opportunities for renewals, software licensing, and services.
  • Assists in the development of reporting to address the management requirements to obtain information.
  • Enters and maintains information in the data repository to address and support budgeting, software compliance, inventory, contracting, and costing.
  • Tracks cost and efforts of internally developed software projects to assist with financial reporting requirements.
  • Attends meetings and trainings as required.
  • Performs other duties as assigned.
Supervisor Responsibilities:

Work requires supervising and monitoring performance for a regular group of employees (1 or more full-time employees) including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.

Interactions and communications may result in recommendations regarding policy development and implementation. May also evaluate customer satisfaction, develop cooperative associations, and utilize resources to continuously improve customer satisfaction.

Freedom to Act & Impact of Actions:
Employee normally perform assignments according to your own judgment, requesting Supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

Knowledge & Skills:
Work requires advanced skills and advanced and extensive knowledge of work. Incumbent can handle complex tasks and translate complex nuances related to aspects of the job. Recognized by others within the organization for technical depth of knowledge.

Fiscal Responsibility:
Assures that appropriate linkages exist between functional area and Judicial District-wide budget, funding limitations and services levels, to meet specific functional area and organizational goals. Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them. May prepare financial statements and
budget reports.

Minimum Education:

Associate’s degree or 60 college hours and seven (7) years of working experience related to the
Essential Duties Requirements. Two (2) years' experience supervising (e.g., managing, evaluating the performance of others; leading projects or processes)

OR

Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.

Work Related Experience:

  • A strong understanding of ITS systems, infrastructure, and software to evaluate technology-related expenses and make informed recommendations.
  • Proficiency in data analysis tools and techniques, such as Excel, SQL, and data visualization tools, to interpret financial data and generate reports.
  • Ability to create and present financial reports, dashboards, and presentations to communicate financial performance to stakeholders.
  • Expertise in managing and controlling ITS project costs, optimizing spending, and identifying cost-saving opportunities.
  • Strong communication skills to liaise between the ITS department and finance, as well as to explain financial information to non-financial stakeholders.

Preferred Qualifications:

  • An understanding of the overall business strategy and how ITS financial operations align with organizational goals.
  • Understanding of ITS procurement processes, vendor selection, and contract negotiation.
  • Knowledge of risk assessment and mitigation strategies related to ITS project finances.
  • Knowledge of financial regulations, compliance, and audit processes related to ITS financial operations.
  • Experience in developing ITS budgets, forecasting expenses, and tracking variances between actual and projected spending.
  • Managing ITS vendor contracts, negotiating terms, and ensuring cost-effective vendor relationships.
Physical Demands:
Sedentary Work- Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human bod. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally.
