8:30–9:45 a.m. Colorado has 165 times as many residents
today as it had in 1861, but no more water than it had in those early
days of settlement — and much of it must be shared with residents
of other states. Meanwhile, new uses and priorities for water allocation
continue to emerge, creating ever more intricate legal processes for
sharing this limited and most vital resource.
