Colorado's Office of the State Public Defender (OSPD) maintains a reputation as one of the top organizations in the nation specializing in the delivery of indigent criminal defense representation. It operates as an independent agency within the Judicial Branch of Colorado State Government with approximately 870 dedicated and zealous individuals assigned to twenty-one Regional Trial Offices across the state, a centralized Appellate Division, and a centralized Administrative Office. The mission of OSPD is to defend and protect the rights, liberties, and dignity of those accused of crimes who cannot afford to retain counsel. We do so by providing constitutionally and statutorily mandated representation that is effective, zealous, inspired and compassionate.

Description of the Job:

The Office of the State Public Defender's Information Technology Division, encompassing a staff of 12 professionals and technicians under the guidance of the CIO, provides a full range of IT services to 23 offices throughout the state. The Web Developer is an advanced-level IT professional with subject matter expertise in, and responsibility for planning, designing, programming, maintenance and administration of web systems and applications supporting the agency's core web-based data systems and data processing environments. Incumbents apply professional theory, principles and practices of the field to create, design, and modify processes and systems in accordance with agency wide requirements and end user needs. Work requires the ability to analyze problems, research solutions and resolve complex issues related to systems, operations and performance. As a functional expert, positions provide guidance and technical support to other IT staff; may direct the work on projects, problem resolution and daily assignments; and, serve as a resource to staff and managers in related matters agency wide.

To support our current and future web based applications (along with our current back-end developers) we are recruiting to fill two new Web Developer positions, each with a different focus:

UI/UX Designer - We are looking for an individual who has the experience to design, develop, and shape user-focused products and experiences. The UI/UX Designer must be able to understand our business requirements and any technical limitations, as well as be responsible for conceiving and conducting user research, interviews and surveys, and translating them into sitemaps, user flows, wireframes, mockups and prototypes. The UX designer will also be expected to design the overall functionality of the product, and in order to ensure a great user experience, iterate upon it in accordance with user-testing.

Example position specific duties and responsibilities include:

-Interface with non-technical users to gather requirements, troubleshoot, test and integrate business and user needs. Translate concepts into user flows, wireframes, mockups and prototypes that lead to intuitive user experiences.

-Take a user-centered design approach and rapidly test and iterate your designs. Create, improve and use style guides, user flows, and effectively communicate your interaction ideas using any of these methods.

-Make strategic design and user-experience decisions related to core, and new, functions and features.

Front-End Web Developer - We are looking for an individual who is motivated to combine design with programming. Responsibilities will include translation of the UI/UX design wireframes to actual code that will produce visual elements of the application. This position will work with the UI/UX designer and back-end developers to bridge the gap between graphical design and technical implementation, taking an active role on both sides and defining how the application looks as well as how it works.

Example position specific duties and responsibilities include:

-Develop new user-facing features

-Build reusable code and libraries for future use Ensure the technical feasibility of UI/UX designs

-Optimize application for maximum speed and scalability

-Assure that all user input are validated before submitting to back-end

Other duties and responsibilities include:

-Design, modify and maintain production web systems to support the agency's core web based data systems and data processing environments. Provide support for specific applications and oversees the design and building of applications to meet business and end-user needs. Manage the web application throughout its production lifecycle.

-Plan, implement and evaluate changes and improvements to the system in accordance with agency and user needs; code and test software programs and applications to execute changes. Maintain documentation of change management processes, standards and related issues.

-Responsible for programming, maintenance, technical support, documentation and administration of core web applications (including third-party applications) and utilities. Support the complete software development lifecycle, including requirements gathering, design, specifications, development, change management, testing and deployment activities.

-Collaborate with team members and business partners in defining, designing, developing and implementing technology solutions to improve business functions. Explain technical concepts and make decisions with non-technical team members. Provide analysis and design support in identifying, evaluating and developing systems and procedures, which are cost effective and meet user requirements. Analyze applications and implement improvements to optimize performance.

-Participate in the IT planning and implementation of projects including web applications and infrastructure and design and execution of acceptance test plans. Perform testing on developed code. Develop system documentation for all developed applications, including design and technical specifications.

Minimum Qualifications, Substitutions, Conditions of Employment and Appeal Rights:

Required Education and Experience:

Bachelor's degree in computer science, web design or a directly related field; and, five years' progressively responsible experience in designing, building, installing and configuring web applications. Knowledge and experience with Linux and programming languages and frameworks such as JavaScript, jQuery, Python, Django, React, AngularJS, Vue.js, CSS and HTML5.


Equivalent education, training, or experience that demonstrates the knowledge, skills, and competencies required to perform at this level may substitute for education.

Job Requirements:

  • Occasional travel to regional offices within the State of Colorado may be required 
  •    Valid driver's license.
