General Statement Of Duties:
Manage the facility infrastructure and building systems in a safe, efficient, and cost-effective manner. This position is expected to supervise and direct others who perform engineering, electrical, HVAC, plumbing, repairs, and maintenance duties in support of the facility. 
Distinguishing Factors:
This position is distinguished from other positions by its responsibility for the management of the facility infrastructure and building systems.  This position may provide supervision for facility contractors and more than 3.0 FTE employees.  This position reports to the Architect and Facilities Planning Manager or Property Manager.
Essential Functions Of the Position:

Complete preventive maintenance work assignments requiring the skill and direction of several engineering, mechanical, and maintenance trades.

Maintain landscaping irrigations systems and perform other site related maintenance; including snow removal, lawn and “green roof” garden maintenance, and overall site cleaning.

Maintain and monitor water treatment requirements of the plumbing systems.

Schedule and maintain exterior building cleaning requirements. (Granite, Pre-cast, and glazing systems)

Maintain exterior and interior lighting systems.  Maintain lamp inventory and replacement.

Perform preventive maintenance inspections/repairs as mandated by local municipalities and per building/client requirements on systems such as: fire suppression and sprinkler systems, fire extinguishers, backflow prevention device testing, and, if qualified, HVAC systems.

Conduct monthly or periodic inspections of building systems, i.e., HVAC, electrical distribution, structural, vertical transportation, roofs, parapets, gutters and leaders, parking area, snow melt systems, drainage, fuel systems, ramps, and approaches, irrigation and Fire/Life Safety, Water treatment, UPS and PDU systems, EPG operation, BMS, HVAC controls and Plumbing Systems. Make detailed report of exceptions and recommend corrective action.

Maintain mechanical equipment rooms to ensure clean and safe conditions

Repair of boiler-related components (valves, pumps, piping etc.).

Inspection of below ground fuel storage tanks.  Inspection/repair of sewage ejection systems and grease traps.

Rapid response, investigation, and management of indoor emergency situations and air quality complaints.

Secure/contain area, assess cause and extent of damage, take appropriate action, and develop action plan/next steps for remediation. Evaluate, report, and follow up with business unit and district offices, property management, and facilities management.

Assist Property and/or Architect and Facilities Manager in handling request for service calls, evaluate requests and dispatch appropriate contractors. Use appropriate Work Request program, and have a complete working knowledge on creating, closing and tracking "work requests" (WR).

Initiate or respond to work orders, assign to staff as applicable, follow-up and verify completion of work, and expedite and approve payment (in conjunction with Property Manager) for completed work.

Monitor performance/note deficiencies of service contractors and recommend changes as necessary

Consult with Property or Architect and Facility Manager on requirements of building systems. Review design and contract documents for major projects. Inspect and approve installations in progress. Recommend acceptance of completed work.

Review, monitor and report on opportunities for Energy, Preventive Maintenance, and/or other cost-saving measures.

Prepare specifications and bidding documents for scheduled Service Contracts such as HVAC maintenance, elevator/escalators and Fire/Life Safety Systems. Participate in bidding and negotiating process.

Manage rehabilitation projects such as replacement of HVAC systems, installation of new roofs, plumbing repairs and alterations to other Building Systems. Assist Property or  the Architect and Facility Manager on all items listed below (1-10):

1. Prepare and present feasibility studies.

2. Prepare budget estimates.

3. Prepare schedule and manage its progress.

4. Prepare contract documents reflecting scope of work.

5. Manage the bidding process.

6. Prepare and expedite approval of all internal control documents.

7. Monitor the construction process to assure compliance with contract documents.

8. Coordinate all work with user and Internal Support Groups.

9. Maintain complete project files recording progress, approvals, financial data and contracts

10. Perform final inspections, punch list exceptions, and expedite corrective action.

Manage compliance with State of Colorado and Local regulations and permits (equipment use, Certificate of Occupancy, etc.). Correct violations requiring plumbing repairs. File with appropriate agencies.

Develop and maintain the building operation manual and train building personnel.

Perform other related duties and responsibilities as assigned by management. 

Supervisor Responsibilities:
Has supervisory accountability for other employees. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.
Minimum Education:

All candidates must possess and maintain a license as an CFC (universal technician certificate). Current Operator’s License in the City and County of Denver.  Employees in this class must maintain such licensure throughout their employment with the Colorado Judicial Department.

Four-year degree in Mechanical Engineering (preferred) or completion of Technical school certification relating to HVAC design and maintenance, plus a minimum of 5 years of directly related experience in the operation, installation and maintenance of building systems with in depth technical understanding and knowledge of all HVAC, electrical, plumbing, fire/life safety, and control systems.

Supervised three or more staff for a minimum of one year. Supervision of staff must have included completing performance appraisals, development/coaching, and reviewing and approving timesheets and leave.

In-depth working knowledge of all aspects of building systems and operations, contractual maintenance, construction and related services, and local laws and building codes pertaining to building operations and safety.

Experience with direct digital control (DDC) building automation systems.

Good communication and organizational skills.  Ability to analyze problems, recommend and initiate appropriate response.

Works well under potentially stressful conditions and is capable of making well-informed decisions during building emergencies and other building related occurrences.

This position will require exceptional mathematical and reasoning skills and the flexibility to handle multiple tasks and deadline pressures.  Other important skills:

  • Proven ability to organize and manage multiple projects simultaneously
  • PC literacy - knowledge of spreadsheet, database, scheduling programs.  Experience with project management, preventative maintenance, inventory control.
  • Good communication and organizational skills, ability to analyze and solve problems, capable of functioning well under stress and during emergencies, strong interpersonal and negotiation skills.
  • Ability to read an interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports.  Ability to speak effectively in one-on-one and small group situations to tenants, clients, and other employees.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to apply basic concepts of algebra and geometry.  Required to be able to read and interpret blueprints and/or schematic design criteria.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Familiarity with computers, printers, copier and fax machines.  Ability to prioritize tasks, have good organizational skills and attention to detail.
