GENERAL STATEMENT OF DUTIES
Manages the activities and operations required to maintain the Colorado Judicial Branch’s primary computer servers such as the IBM iSeries and the other midrange computing systems. Work involves developing project plans, processes and procedures to implement and achieve systems and programming objectives. This position has independent judgment and decision making authority. There is one of the positions Statewide located within JBITS at SCAO. 
 
DISTINGUISHING FACTORS
This position is distinguished by the requirement to supervise computer technicians I and II, and the computer operator as related to system administration activities. An employee in this position reports to the Supervisor of Technical Services. 
 
ESSENTIAL FUNCTIONS OF THE POSITION
Acts as designated work leader or manager in charge of midrange computer systems.
 
Designs and implements all security related functions for midrange computer systems. This includes user ID and password control, backup systems and procedures, and disaster recovery plans and tests.   A disaster recovery test will be conducted at least once a year on all midrange systems.
 
Responsible for designing logging and audit reports that can track activity on the midrange systems, most especially the adding, changing and deleting of data.
 
Responsible for data replication, and designing and reporting metrics which indicate that host and target systems are in sync that are to be reported to the Supervisor of Technical Services and the CIO.
 
Designs and reports on various other security related metrics that are to be reported to the Supervisor of Technical Services and the CIO weekly.
 
Designs and implements change control procedures on midrange computer systems with the approval of the Supervisor of Technical Services and the CIO. Among other things, this involves coordinating software application moves among the programming staff and the information system specialists.
 
Plans for, installs and maintains the IBM iSeries and other mid range computer systems. This includes original installations, upgrades and replacement installations.
 
Responsible for maintaining warranty and maintenance contracts on all related hardware/software that reside on midrange computers.
 
Maintains proper licensing for all software applications that reside on the midrange computer systems.
 
Monitors functions of midrange computer systems internal and external to the Colorado Judicial Branch to ensure appropriate levels of operations.
 
Designs and reports on midrange system performance metrics that will help identify any system problems, and identify when systems are reaching capacity. Estimating future metrics will help determine system life cycles. These reports will be delivered to the Supervisor of Technical Services and the CIO weekly.
 
Researches and makes recommendations regarding the acquisition of new midrange computer systems.
 
Coordinates security related activities with the Information System Security Officer.
 
Acts as resource to internal JBITS staff, judicial districts and external consultant to other state agencies, and/or other organizational units as directed
 
Attends meetings as required.
 
Performs other duties as related to information computer systems.
 
 
SUPERVISORY RESPONSIBILITIES
Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit. Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

EDUCATION and EXPERIENCE
A bachelors degree from an accredited college or university in computer science or a related field and three years experience working with the IBM iSeries midrange computers. 
OR
Experience may substitute for education on a year for year basis as follows: graduation from high school or equivalent and seven years working in computer related areas; three years of the computer experience must be with the IBM iSeries midrange computers.
 
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 50 pounds or more. Specific vision abilities required by this position include close vision, color vision, depth perception, ability to adjust and focus, and the ability to see clearly at 20 feet or more.
 
WORK ENVIRONMENT
While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, work in high precarious places and the risk of electrical shock. Frequently handles emergency or crisis situations and may be subject to varying and unpredictable situations and work hours. The employee is subject to frequent interruptions, multiple calls and inquiries, and may occasionally handle absentee replacement on short notice. The noise level in the work environment is usually moderate.
